Former CFPB senior counsel Richard Andrew Arculin joins Venable LLP

Added to firm’s CFPB task force

Venable LLP announced the addition of Richard Andrew Arculin as counsel in its Washington, D.C. office. Arculin joins Venable from the Consumer Financial Protection Bureau, where he was responsible for the development and implementation of consumer financial services regulations under the Real Estate Settlement Procedures Act, the Truth in Lending Act and the Equal Credit Opportunity Act under the Dodd-Frank Act’s mortgage rules.

While at the CFPB, Arculin also led the rulemaking team that amended the Mortgage Servicing, Loan Originator, Ability-to-Repay/Qualified Mortgages, Escrows, HOEPA, and ECOA Valuation rules.

Most recently, Arculin led a CFPB-wide effort to support implementation of the TILA-RESPA Integrated Disclosures rule, which included extensive public speaking and industry engagement as the agency’s subject matter expert.

Prior to joining the CFPB, Arculin worked in private practice and as a law clerk for U.S. District Court Judge James Cacheris.

At Venable, Arculin will join the firm’s CFPB task force.

“Andy has played a leading role in helping shape recent consumer banking and lending regulations,” said Jonathan Pompan, co-chair of Venable’s CFPB task force.

“He has a tremendous command of the nuances and contours of the CFPB’s perspective and on the rules governing consumer banking, credit and lending,” Pompan added. “Andy’s first-hand insight into the current consumer financial protection regulatory and enforcement landscape is an invaluable asset for helping clients stay compliant with a constantly evolving set of laws. His arrival adds subject matter depth to our already experienced team.”

Arculin said he is looking forward to this new opportunity.

“Venable’s consumer financial services platform is among the best in the country. I had the opportunity to observe the firm’s attorneys at work on matters before the CFPB and sat with a number of partners on industry panels,” Arculin said.

“Venable is well known for its focus on issues consumer protection issues before the CFPB and other government agencies, including the Federal Trade Commission,” Arculin added. “I look forward to applying my CFPB experience to further expand and enhance the firm’s recognized consumer financial services practice.”
