Michael Flynn named HUD’s Acting General Counsel

November 5, 2008

U.S. Department of Housing and Urban Development Secretary Steve Preston today announced Michael Flynn will serve as HUD's Acting General Counsel. Flynn previously served as the General Deputy General Counsel to the Department.

"I am pleased that Mike will serve as HUD's Acting General Counsel. Mike's broad legal expertise and deep familiarity with HUD will ensure he remains a tremendous asset to the Department and the people we serve," said Preston.

Flynn will oversee approximately 370 attorneys and 320 staff at HUD. He will serve as the chief legal advisor to the Secretary, Deputy Secretary, and other principal staff, providing advice on federal laws, regulations, and policies that affect HUD programs and families served by the Department. He will also maintain his position as Counselor to the HOPE for Homeowners Board of Directors.

Flynn brings a wealth of experience to the position of Acting General Counsel. Prior to HUD, he worked at World Savings Bank in Oakland, California as Senior Vice President and Senior Counsel where he directed lawyers in the company's mortgage lending business. Previous to his work in Oakland, he worked for Chicago Title Insurance Company in Chicago, Illinois as Vice President and General Litigation Counsel.

Flynn is also a Fellow of the American College of Mortgage Attorneys, and has served in leadership positions in a variety of professional associations, including several American Bar Association task forces and committees. As a Metz Scholar, Flynn received his undergraduate degree at Indiana University. He received his law degree from Duke University School of Law, where he was a Reynolds Scholar.

Flynn takes over for Robert Couch. Couch served as General Counsel since June 2007. Prior to this, he served as President of Ginnie Mae.
