Elzeer Named Vice President and NCS Manager

John S. Elzeer, Esq., has been appointed Vice President and Manager of the National Commercial Services (NCS) office in Orlando, Florida. Elzeer will be responsible for the development of new business, managing the current staff and overseeing multi-state and multi-site transactions.

Elzeer has served as NCS Counsel in Orlando since June of 1999. Prior to joining LandAmerica NCS, Elzeer served as Lawyers Title Insurance Corporation Underwriting Counsel for the Florida/Caribbean region. Elzeer joined Lawyers Title in 1995 as Claims Counsel for the Florida/Caribbean region and later moved to National Headquarters in Richmond, where he handled claims for the Southeastern United States. From 1992 to 1995 Elzeer was employed in private practice concentrating in commercial real estate, bankruptcy litigation, and probate.

Draper's Named Senior Vice President and Southwest Division Manager

Lloyd R. Draper, has been named Senior Vice President and Southwest Division Manager. In his new position. Draper will now oversee all direct operations in Texas, New Mexico, and Oklahoma.

Before joining LandAmerica in 1982, Draper held various management positions in sales, agency, and field operations. Draper served in various management positions on the agency side of the business before adding direct operations in Fort Worth to his responsibilities in 1996. Draper was promoted to senior vice president in 1998 when Commonwealth Land Title Insurance Company merged with Lawyers Title Insurance Corporation to create a national family of title insurers for LandAmerica. Draper has 26 years experience in the title insurance industry.

Cain Appointed Vice President Midwest Affiliated Business Manager

Charles C. Cain has been appointed vice president Midwest affiliated business manager over the states of Indiana, Illinois, Michigan, Minnesota, Ohio and Wisconsin. Cain will be responsible for assisting and educating direct operations and agents in the development and management of affiliated business arrangements in the six-state region. He will also serve as a facilitator between the region and the National Affiliated Business Division headquartered in Richmond.

With over 25 years experience, Cain has been a licensed title insurance agent and operated his own agency for 18 years. Additionally, he had coordinated the establishment of 6 joint venture title agencies. Cain has lectured before the Ohio Land Title Association, the Southwest Ohio Land Title Association, and the Cincinnati Area Board of Realtors. Cain is also a former chair of the Real Property section of the Cincinnati Bar Association, and a former director of the Cincinnati Mortgage Banker's Association.

Cain received a bachelor of arts from the Ohio State University, and a juris doctorate from Salmon P. Chase College of Law at Northern Kentucky University. He is admitted to practice in Ohio and Kentucky, several Federal district courts, and the U.S. Court of Appeals for the 6th Circuit. Cain also received a special citation from the U.S. Department of Housing and Urban Development concerning Fair Housing Best Practices.

Phillips Appointed Southwest Agency Manager

Otis Phillips as Southwest Agency Manager for Commonwealth Land Title Insurance and Transnation Title Insurance Company.

Phillips' 24-year title career includes agency management experience as well as managerial roles with direct operations. Phillips joined Commonwealth in 1998 as New Mexico state agency representative and was just recently elected Vice President of the New Mexico Land Title Association.
