In a January staff memo, acting director of the CFPB Mick Mulvaney laid out the bureau’s new governing philosophy. His message was clear: The bureau was deviating from the type of enforcement the financial services industry came to expect under former director Richard Cordray.

The memo said that the businesses regulated by the bureau should have the right to know the rules before being charged. “This means … less regulation by enforcement,” Mulvaney wrote.
