Former ALTA President Mark Winter to Retire from Industry

After more than 30 years with Stewart, Mark Winter, executive vice president of public policy, is retiring effective April 30. Winter has managed the Stewart Title Guaranty Co. office in Washington, D.C., since 1985. His responsibilities have included the development and coordination of commercial and residential business, the procurement of international land titling projects funded by USAID, World Bank and Millennium Challenge Corporation, while also representing Stewart before Congress, the Treasury Department, the department of Housing and Urban Development (HUD), Fannie Mae, Freddie Mac and the Consumer Financial Protection Bureau.
“Mark is the definition of statesman,” commented CEO Matt Morris. “Our reputation is decidedly the better for having had Mark as liaison to government officials, the CFPB, ALTA and so many others over the years."
Winter served as ALTA’s 2009-2010 president. Industry “challenges were profound" that year, according to Winter. His presidential theme was to "Build Back Better" through leadership, a variety of value-added propositions and a unique program to educate policymakers. He also founded and chaired ALTA's International Development Committee and served on the Government Affairs Committee.
“Mark has been a tremendous ambassador for Stewart and the title industry during his distinguished career,” said John Killea, Stewart’s chief legal officer, reflecting on the impact Winter made over the years. “It has been my privilege to watch Mark work masterfully on a number of significant issues through the years. The longstanding relationships he enjoys on Capitol Hill and beyond are a testament to the caliber of his character. He will be missed.”
Recently, Winter began the next chapter of his life being elected Chairman of the Board of the Religious Freedom Institute sponsored by Georgetown University's Berkley Center for Religion, Peace & World Affairs. The institute will use its research, scholarship and data to advocate and implement practical programs to improve the lives of those who are suffering because of their religious beliefs. Winter will also continue to serve on the Living Water International Advisory Board and as treasurer of the Millennium Water Alliance.
"Mark has been perhaps the best known and most respected title person on Capitol Hill,” shared Malcolm S. Morris, vice chairman of Stewart Information Services Corporation. “His accomplishments are too great to list. He has, and continues to be a great confident and inspiration. Even in retirement he has already aspired to new challenges, and I encourage support as he launches the Religious Freedom Institute. With enough fuel in the tank, Mark will soon have the institute in orbit. I want to thank Mark for over 30 years of faithful service to Stewart and the industry. One thing he can't retire from is the lifelong friendships he’s built."
Reflecting on his pending retirement, Morris said "The opportunity to represent Stewart and the Morris family has been tremendously gratifying. There is an Irish saying that best friends are like four-leaf clovers—difficult to find and lucky to have. I will always cherish all my best friends at Stewart. I have been fortunate indeed."
