  In March 2024, the Biden administration announced a Title Acceptance Pilot, which waives the requirement for lender’s title insurance on certain refinances. ALTA called the announcement a political gesture offering a false promise of savings for homeowners while exposing consumers, lenders and taxpayers to greater financial risk.

Westcor to Participate in FHFA Title Acceptance Pilot

July 17, 2025

Federal Housing Finance Director Bill Pulte on July 10 posted on X that Westcor Land Title Insurance Co. would be participating in the agency’s Title Acceptance Pilot. In a press release, Westcor confirmed its participation but differentiated itself by saying its offering a “title insurance-backed product.” ALTA maintains that every loan made and purchased should include title insurance issued by a state-regulated title insurer.
